Just a guess. Perhaps it is a wire bending jig for building spinners or spinner baits?

I see it was either made by, or for Herters, which at one time sold all kinds of fishing and hunting equipment through their catalog that you received through the US mail. If you could find someone who has an old Herters catalog you might find what it is. Good luck.

My dad's stuff, I found a spool of wire, and spinner blades and beads and on and on and on.

I can now barely recall this in operation, maybe I even got my hands on it. That was 50+ years ago.
