What do you recommend to use to polish the wooden reel seat? Epoxy? Polyuretanic resin? Or other?

If you mean "finish", not "polish", a raw wood seat, then there are lots of options. Many folks use Birchwood Casey's Tru-Oil: wipe on, multiple coats. Varnish is also used, both traditional spar and polyurethane. I like two coats of shellac followed by two coats of this:

Great suggestions if finishing a wood insert from scratch, and a search here will turn up more along the same lines.

In case you want to refinish or just polish an insert, condition would be the guide. If all it needs is polish, then cleaning and buffing with wax is simple and easily maintainable. For a refinish, products just like eastprong mentioned would be chosen and used after cleaning and preparing the surface as recommended with the product instructions. Then, it could be as simple as wiping on or finger-tip application of Tru-oil or similar. If it needs a coat of finish, then you could also choose the gloss level of the varnish--satin, semi-gloss, or high gloss.

On non-mortised inserts, I use a CA finish done on the lathe.

I just did a wood insert with permagloss. Only needed one coat and ended up with a very high gloss, beautiful finish.

Cyano Acrylate glue (colla pazza).

The wood is put on the lathe and the CA glue is rubbed on carefully with a paper towel. The glue hardens and is sanded smooth.

The CA finish described above is common with pen makers. How do it hold up in periodically wet external environments?

From earlier experience and with the amount of inserts that I current do, we found that CA was not UV protectant, too brittle causing cracking and fissure to occur, thus letting water penetrate and causing discoloration as well as swelling especially in non stabilized woods. There are people that have had success with it, but a couple of costly issues had me going to what some pro's in the industry recommended

CA finish can be tricky. Yes I also turn pens. Brittleness and cracking have only occurred for me with the use of accelerator. I haven't thought about the UV issue. I haven't noticed any significant color change except purple heart turning brown. I don't know if any finish prevents that.

Polyurethane glue (Gorilla Glue) is also used as a wood finish:
