Gearing up for the fishing season, I am wanting a 4 piece spin travel rod (glass or graphite) that could throw 1/4 oz lures large distances, fishing for trout that are 12” or less than 1.5 lbs.
Any recommendations would be much appreciated!

Daiwa Seven Half offers 4-pc both in 76L/S and 76UL/S - 1/4 oz is the mid range on the LS, and top weight end on the ULS.
What's your price range?

I am hoping to get one for less than $200 CDN if that is possible. I am fine with used rods. Want something that could launch 1/4 oz lures and is a 4 piece for backpacking.

I use a vintage Fenwick FS65-4 Voyageur for a backpacking rod that can throw a 1/4 oz lure. The marking on the rod says 1/8 to 3/8 oz lures and it will fling a 1/4 oz lure a good distance. I'm not sure what you need for distance but a longer rod than this might be desirable if maximum distance casting is necessary - it looks like Bulldog's tackle direct link has some good options. FWIW, I've seen a number of these Fenwick FS65-4's go for not too much money on the eBay site and they tend to pop up fairly regularly.

You'd expect 1/4 oz, e.g. spinner or spoon, to boom a long way with any rod 7' and over.
What would get my attention is the ability to throw 1/16 oz, e.g. jig, to comparable distances, and I find myself fishing 1/8 oz most of the time, targeting larger inshore fish.

I have an earlier version of this Bass Pro spin/fly rod and it does both pretty well. If you are hiking someplace and want the option to use either a fly rod or a spinning rod, it works pretty well and it meets your criteria. It comes apart just above the reel seat and the handle turns around to mount the fly reel at the end. Costs $60, my travel spin rod of choice for most fishing.

the eagle claw pack it series rod does the job. 4 piece
glass- medium action.
handles almost every lure you can cast and
it does the job as a 7 weight fly rod.
best part- the rod is very inexpensive.
i suggest that if you buy this rod, that you make your own case. the case they sell with the rod is
poor at best.

Sheepishly I will report that I settled on the Fenwick Eagle medium light 4 piece travel spin rod. It checked a bunch of my boxes, which included length, packability, cost, and I am a Fenwick fan.

I used a newly acquired Shakespeare Ugly Stik 3-piece 5' pack rod and a Cetus SS500 filled with 4 lb line to catch a nice little 12" rainbow trout in North Carolina on thursday morning. Both rod and reel performed great. The trout was caught using a single hook Panther Martin with gold blade and black body with yellow dots.

Last winter, Lou asked me whatever happened to telescoping rods, because he was thinking about keeping one in the car to fish with the grandkids.
Both multipiece and telescoping rods are alive and well in Japan. I helped him find a 6' Daiwa BBB in Japan, which is a very nice mid-grade rod.

We talked further about bike-fish to middle Guadalupe and upper Pedernales, where you're not allowed to park at county road crossings, but you can take your bike up the 1st flood-plain gravel sendero and cable-lock it to a tree.
I followed with the Smith telescoping stream baitcaster - easily fits in a bike bag, and the rod outperforms your expectations.
Also nice about telescoping rods, you can travel with them rigged, which simplifies setting up for fishing multiple crossings.
