Long keiryu rods can work, too. I've caught some nice fish in winter on a Nissin 2-way 450zx (13'6" - 14'9") that I ordered from Tenkarabum some years ago (I think he stopped selling them, but his website says he can still order them on request).
Keiryu rods are like tenkara rods, but according to his website originally intended for bait fishing in Japan, and thus a bit stiffer, which works better for weighted nymphs.
I also bought a 380zx (10-ish to 12-ish feet) from him that I like for high country creeks in early season when things are still running fast and cold. It will still toss dries pretty decently, too.
