It looks like a Fisher or made by Fisher for Winston blank. Some Fishers did make it out of the factory with white spigots. I'd try to reach out to Andy Manchester, since it has a CT made in sticker on it, he'd know more about it. Andy is on this forum, he would post under the handle The Glass Master.

The white spigot ferrules say "Winston" to me....but could be Fisher, like someone mentioned.

I had a short conversation with then Sage rod designer Jerry Siehm quite some time ago at a trade show and he said he had a lot to do with those white ferrules on glass rods..whether with Winston or Fisher I don't know.
