What does the FL stand for in a Fenwick rod designation?

I've always thought the F stood for fly and the L stood for level as in blank, maybe that was just something I was told long ago. But I don't recall ever seeing FL on any finished fly rod.
Didn't others also use FL as a designation for blanks?

Barry, I may be answering the wrong question but I will put this up anyway. After Fenwick was sold to Woodstream, they reduced the variety of fly rods they produced and they labeled them as FL. I have two, both are factory rods and were not homebuilds. One is an FL-6 (7'8" rod for 6 wt) which corresponds to the earlier FF-786. The other is an FL-7 (8'3" rod for 7 wt) which corresponds to the earlier FF-837. These would have been in the later production years with manufacturing code of "S" or thereabouts.
