Fenwick sold their yellow rod blanks for years. They have been the basis of many amateur and professional builds.
The yellow blanks were sold as an uncut, 1-piece blanks or center-cut, 2-piece blanks with a sleeve ferrule. Your 4-piece rod must have been custom cut by the rod builder.
The blank number gives the 'recommended' specifications. The FL means fly rod blank, the 90 means a 90" long blank, and the 5 means a 5-weight line. Sometimes there is an F at the end of the model number to indicate a ferruled blank.
I have not handled a rod built on that blank. I would start with a 5 weight line and also try at least a size heavier and a size lighter to see what I liked the best.
