I am curious about the dry fly accuracy and other events and exactly what they have to do. I have done some web surfing and seen a couple of videos showing the orange hackled fly and the targets they have to hit out in the lake but this is all I gleaned off the web . How far out are the targets? How would a person lay out a practice course in the yard? What would it take to even go to a final? What rod would you use?

The only question I can answer is I think most of the Americans used a soft graphite rod for accuracy. I think it may have been an early Fenwick

With a few suitable sized hoops you can set up targets in the backyard. Those rings aren't that far away, but they also aren't easy to hit.

Thanks, I didnt explore the aca website enough and finally did find the ring sizes for scoring (30 inches) and distances 25-50ft randomly.
