Put a (long thin) #10 beading needle horizontally in a rotary vise. Wet the needle with a thin layer of fabric cement. Aleene's Flexible Stretchable is the best. Touch a frond of long-fibered synthetic dubbing to the spinning needle. Two seconds later you have a tapered body on the needle.

Wet the body with a bit more fabric cement. Spin the needle again while pinching the body with thumb and forefinger.

Wipe your fingers clean. Add a deer hair caddis wing. Slide the modular wing/body off the needle. Trim the butt end of the body to length. Touch a tad of fabric cement onto the end of the freshly trimmed body.

Tie a hackle feather onto a thread wrapped scud hook but don't wind it yet. Tie the body onto the shank. Tie it on EXTRA LOOSELY. Don't worry about the body not being tightly fastened.

Wind a the hackle parachute style, horizontally, between the body and the shank. Wind the dangling thread one time horizontally, around the parachute, making sure to snag the tip end of the parachute feather.

Whip finish at the rear end of the hook with two or maybe three wraps, so the thread rides up the bend of the hook and stops at the rear end of the thread wraps.

Put a dab of glue at the fulcrum of the parachute. Trim the protruding hackle tip by pressing a razor blade to the butt of the stem while pulling tightly on the tip. Let the glue dry.
